Waste Planning, Licensing & Permits
“Planning permission or planning consent is the permission required in the United Kingdom in order to be allowed to build on land, or change the use of land or buildings.”
Planning Consent for the Waste Industry
Planning regulations have generally become ever more difficult to understand and require an intimate understanding of the process and regulations governing planning authorities.
If you then add to this mix the words, “Waste, disposal, processing, recycling”, life really begins to be complicated !
It can take months or in even years to gain a planning consent on a piece of land or building if you want to handle waste on it, and this can be extremely costly in monetary terms.
We at WMR believe that we can manage this process for our clients and make sure that where ever possible we give objective advice and steer our clients a safe as possible course. This mean understanding the requirements and hurdles and heading off any problems we can see before consent is applied for.
Allied to this WMR also have kept abreast with recent changes to the regulations governing changing the use of an existing facility or an application for a new facility. These new regulations are called The Environmental Permitting Regulations (EPR) and they came into force on 6 April 2008.
As a first step, the EPR combined Pollution Prevention and Control (PPC) and Waste Management Licensing (WML). If you already have a PPC permit or a Waste Management Licence, it automatically became an Environmental Permit from 6 April 2008.
The scope of the EPR has since been widened to include the Waste Batteries and Accumulators Regulations 2009 (from 5 May 2009) and the Mining Waste Directive (from 7 July 2009).
The Environment Agency must decide whether to grant or refuse any applications, and if it grants an application it must also decide what conditions should be included in the permit.

WMR are able to deal with these complex issues and can offer real added value to our customers wherever possible by offering the most productive and costs effective solutions. This may include our recommended “cautious” approach to your planning and permitting needs by employing WMR to enter early/pre-application discussions with the Planning Authority or Environment Agency to ascertain the viability and identify any obvious hurdles before you commit your funds to the project.
